Alecu Russo Balti State University

The institution was founded in 1945 as Pedagogical State Institute, acquiring the statute of Alecu Russo Balti State University in 1992. Presently, it is the center of the University Complex which embraces all levels of training specialists for the national economy (Bachelor, Master and Doctor levels), as well as continuing education of specialists who are already employed. The University has about 6000 students (undergraduates, Master students and PhD students) at 44 specialties and 26 specializations within four faculties (http://usarb.md). The employees of the 13 specialized departments provide educational services in Romanian, Russian and at certain specialties, in English, German and French. Alecu Russo Balti State University organizes doctoral studies in eight specialties.

        In 2009 Alecu Russo Balti State University was awarded the international certificate ISO 9001-2000 of the  European University System of Quality Management. On  December 5, 2011 the University was certified by the certification bodies of the management systems IQNet (The International Certification Network) and RSQA (Romanian Society for Quality Assurance) in the fields of higher education and training university lecturers and academics. The certificate confirms that Alecu Russo Balti State University has implemented and maintains a quality management system according to the international standard ISO 9001:2008.

        In 2011 by the Decision of the National Council for Accreditation and Attestation no. 581 from  June 3, 2011, the University was accredited as an organization from the field of science and innovation with all rights to carry out research, innovation and technology transfer in five research areas. The title of the institution is Internationally Competitive Organization (category B).

        The University Scientific Library, ranked by the Government of the Republic of Moldova as belonging to the highest category, has a book stock of about 277700 titles in 1013293 copies (in 52 languages​​). It contains several special collections, database, it is computerized and connected to the Internet (http://libruniv.usb.md).

        Participation in international projects allows the University employees to make themselves familiar with the opinions of the people in charge of higher education in the European zone, to share their own experience and to disseminate the acquired positive practice. Erasmus Mundus, Tempus, Pestalozzi, DAAD, CEEPUS, FP7 programs influence positively the redesign of new curricula and courses, integrate international elements in courses, redesign the degrees and broaden the research activities.

         Alecu Russo Balti State University (USARB) has signed around 70 agreements with universities and other types of higher education institutions from 25 countries, including universities from the Republic of Moldova. These agreements also provide the cooperation in research and innovation field.

        Simultaneously, USARB is a member of 30 international consortia formed in order to implement joint projects (for example: 14 consortia implementing the projects of Tempus program, 8 consortia implementing the projects of Erasmus Mundus program, 2 consortia implementing the projects of CEEPUS III program - Applications and diagnostics of electric plasmas şi Nanotechologies, materials and new production technologies-university cooperation in reserch and implementation of joint programs in study by stimulate academic mobility, 1 project within PC7 program: Enhancing the capacities of the ELIRI Research Institute in applied research to enable the integration of Moldova in the European Research Area on the basis of scientific excellence (MOLD-NANONE), 3 projects of AUF program, 1 project of the Ro -Ua -Md Cross-border cooperation program „Joint Business Support Centre – Instrument for fostering development of entrepreneurship in Ro-Ua-Md cross-border area (Jo.B.S. Center)”  etc)

        USARB signed 27 cooperation agreements with organizations and higher education institutions in the Republic of Moldova. These agreements also provide the cooperation in research and innovation field, such as: Academy of Sciences of Moldova, Technical State University of Moldova, "Bogdan Petriceicu - Haşdeu" State University of Cahul, State Agency on Intellectual Property of the Republic of Moldova, State University of Moldova (doctoral studies), "Ion Creanga" Pedagogical State University of Balti, Academy of Economic Studies of Moldova,  Northern Regional Development Agency, Balti, AO “Pro-regional cooperation of Balti, Chamber of Commerce and Industry of the Republic of Moldova, AO Information Center of Young Economists “Certitudine”, Research Institute for Field Crops "Selectia", State Enterprise “Glass Factory from Chisinau” was founded in partnership with the Technical University of Moldova, Inter-University Centre “Nanotechnologies of Resonance" etc.
